Jason would be more interested in the low-level drug dealers as they have the most potential to either do a lot of harm later on or be useful to him.
If the crimes they're doing now aren't super bad (ie murder, selling to kids) he'll be willing to try and negotiate first and maybe offer a better deal like giving them a better cut of their profits than whatever their leader is giving them. The long-term goal would be to eventually absorb that gang into his.
If the crimes they're doing now do also include some pretty serious stuff, then Jason's willing to assassinate the higher-ranked members of the gang under Society orders.
In regards to the younger hoodlums, he's willing to let them go as he used to be like that too so he gets where they're coming from. Hell, if they wind up crossing into his gang's territory, he would be willing to gently guide them to teen shelters and such so they could start getting proper help.
