adsgawrhg sorry to keep editing but I think we may just scrap the notion of an arrest + big prison break since there should be plenty of chaos to engage in with the Shining God showing up! The stuff from the Fixer interrogation is plenty in the way of making Arcadia look bad and we should get to do some cool team fighting in Excelsior.
