Accelerator's guardian could either be a player character, or an NPC. If you opt to go the NPC route, it could be a lower level Society member who will advocate for him and keep eyes on his progress in school.
Handing out quests will be a mix of in-person and online. Chaos Gate may send him out to other cities with instructions on where to find those she's after, or she may simply text him with a list of things that need doing and people who need to do them. Easier to throw everything onto one person so they can distribute it, after all.
Accelerator can live in Central City. He may be called to Sunset Falls often, but given the easy access to teleporters, the distance wouldn't be an issue.
Having a civilian vs villain identity is recommended, especially for an underage member of the Society. If Accelerator opts to spoil his identity, Chaos Gate won't stop him.
