We can use this to decide on the tone of the event and what city might be best for it (e.g., spooky/mystical emphasis in Sunset Falls, grimdark inner demons in Central City, pastoral horror in Little Love; it sounds like Excelsior is probably out).
From there, we'll want to expand on the specific ways the fears will present. What determines whether they are hallucinations or tangible? To what extent can they influence characters who aren't the ones who manifested them? How must characters overcome them? What would break the curse? Additionally, you might consider what's stopping the manifestation of these fears from leaving the city limits.
